The Intelligentsia Center for Research and Education (ICRE) was founded in 2016 by a group of Lebanese academics and professionals based between France and Lebanon, motivated by growing concerns over political, social, and developmental challenges facing countries in the Middle East and North Africa (MENA) region.
The founders sought to establish an independent academic institution committed to producing impartial and balanced research that contributes to the region’s recovery, long-term stability, and sustainable development. Their vision was to promote deeper understanding of Middle Eastern societies and to support the development of practical, evidence-based solutions to regional challenges.
Over the years, ICRE has achieved international recognition and has become a focal point for academics, researchers, journalists, and students engaged in MENA-related studies. The Center has strengthened its global academic presence by signing more than 18 Memoranda of Understanding (MoUs) with leading and internationally recognized universities and research institutions worldwide.
In 2024, ICRE expanded its institutional footprint by opening an office in Lebanon, reinforcing its regional engagement. Alongside its research mission, the Center has progressively broadened its activities to include academic mobility support, assisting students in accessing public universities in Europe and facilitating scholarships for outstanding candidates, as well as providing training, skills development, and educational consulting services at both regional and international levels.

Dr. Saly Jaber
President & Founder
She holds a PhD in Environmental Chemistry from Clermont-Ferrand University, France. She is a university lecturer teaching chemistry and environmental sciences at several universities in Lebanon. Her academic and professional work focuses on environmental pollution, chemical impacts on ecosystems, and sustainable environmental solutions. In parallel, she is an environmental journalist, actively raising public awareness through science-based environmental communication.

Dr. Mohamad Al Mokdad
CEO
He Holds a double Ph.D. in International Relations and Public Policies from France. He is an expert in strategic studies, professional with a rich academic background and diverse professional experience in international relations, strategic management, social policies, and humanitarian law. Dr Mokdad has an impressive record of publications in major indexed journals, affirming his significant contributions to his field.

Prof. Laure Abi Khalil
Legal & Compliance Advisor
She is Professor of Political Science at the Lebanese University and an expert in political sociology, public policy, anti-corruption, and violent extremism prevention. Prof. Abi Khalil has extensive experience in academic research, policy dialogue, and international conferences across the MENA region. Her work focuses on promoting human dignity, social cohesion, and education as tools for sustainable peace.

Prof. Joumana Rachid Chouman
Director of Ethics, Quality Assurance & Academic Integrity
She holds a PhD in Information and Communication Sciences from France and a State Doctorate in Public Relations. She is affiliated with the Doctoral School at the Lebanese University, where she supervises and mentors PhD candidates. Her academic work focuses on media, communication, and institutional dynamics, with active participation in specialized conferences in Lebanon and abroad.

Dr. Mohamad Zreik
Director of Research, Publications & Scientific Studies
He holds a PhD in International Relations from Central China Normal University and is ranked among the Top 2% Scientists worldwide (Stanford/Elsevier, 2025). He is currently a Postdoctoral Research Fellow at Sun Yat-sen University and has held research positions at institutions including the University of Cambridge. His research focuses on international relations, political economy, and development studies, with publications in leading journals.

Dr. Alexandre Yassine
Director of Education, Innovation & Academic Programs
He holds a PhD in Energy Engineering from École Centrale de Nantes/France, entrepreneur, and senior R&D engineer. He specializes in advanced energy systems, including batteries, electric mobility, hydrogen rail technologies, and photovoltaic solutions, with industry experience at Renault Group, Total Energies, Man+Hummel and international partners. He is also a lecturer, connecting academic research with real-world engineering.

Dr. Souha El khanji
Director of International Relations & Strategic Partnerships
She holds a PhD in Economics from the University of Bath, UK. She is a lecturer at several universities in Lebanon and abroad. Dr. El Khanji is an academic researcher with publications in high-impact international journals. She actively supports students and business leaders through teaching, mentoring, and consultancy. She is also an entrepreneur with extensive regional experience across the Gulf and Africa.

Dr. Marc Aboud
Director of Information Technology & E-Learning Systems
He holds PhD in Business and an IFRS expert with more than 15 years of academic and professional experience. He has worked in finance departments across several countries and has taught at multiple universities worldwide. He is an expert in Technology & E-Learning Systems, leading digital transformation and innovative learning solutions.

Dr. Yousra Chebo
Director of Human Resources, Training & Organizational Development
She Holds a PhD in Leadership and Human Resources Management from Saint-Joseph University, Beirut, and she is a researcher at the American University of Beirut. She has international academic experience in research, teaching, and professional training across Europe and the MENA region. Her work focuses on leadership, human capital development, and organizational performance.

Dr. Hanan Matar
Director of Mental Health & Learning Support Programs
She Holds a PhD in Clinical Psychology from the Lebanese University. She has over 15 years of experience in psychotherapy, working with individuals, families, and youth across private clinics, schools, NGOs, and medical centers. Dr. Matar is currently a psychology doctor and university instructor, and she is actively involved in psychosocial support programs and community organizations.

Mr. Mostapha Raad
Director of Media, Communications & Content Creation
He is an award-winning science journalist and media trainer with over 15 years of experience in science and environmental communication. He has contributed to leading platforms including Scientific American Arabic and Newsweek Middle East, and received the 2018 International Open Eye Award. His work spans documentaries, podcasts, and expert media commentary at regional and international levels.

Mrs. Zahraa Mokdad Diab
Director of Finance & Administration
She Holds a Master’s degree in Public Administration with solid experience in educational and administrative fields. She is dedicated to supporting students and guiding them throughout their academic journeys in Lebanon and abroad. Her work is grounded in a strong belief that effective organization and sound management are key drivers of institutional success and long-term sustainability.
